J.J. Murphy, City Manager: Dedication to Public Service

J.J. Murphy, City Manager, has dedicated 13 years to public service, and 17 years wearing the uniform of his country in the United States Air Force. He graduated from King’s College in Wilkes-Barre, Pennsylvania with a Bachelor’s degree in Political Science in 1993. He later earned a Master’s degree in Public Administration from Marywood University in Scranton, Pennsylvania in 1998 while serving as an officer in the US Air Force. He was honorably discharged from the active-duty Air Force in 2002, and entered the USAF Reserves. He returned to Wilkes-Barre to accept his first position in city politics—Deputy City Administrator. He was promoted to City Administrator in 2004.

J.J. Murphy, City Manager of Hobbs, New Mexico, has written and spoken many times on the advantages of private-public partnerships in government. He is known for creating mutually beneficial public and private partnerships with municipal government projects that give communities a stake in both the long and short-term funding of city projects. He believes public-private-partnerships are the new normal in government and looks towards fostering partnerships wherever possible. Since arriving in Hobbs he has generated over a dozen such partnerships.

Since 2002, J.J. Murphy has served as a Major in the US Air Force Reserves. Over 17 years of total service in the Air Force, Murphy has managed command and control centers around the world. Murphy also holds ICMA credentials and has completed the Gettysburg Leadership Institute, the Harvard Kennedy Schools’ Senior Executives in State and Local Government Program and the Senior Executive Institute at the Weldon School of Public Service, University of Virginia. He is currently involved in creating new opportunities for the City of Hobbs, New Mexico and is dedicated to making a significant impact.
